Control Surface

Consider fabric over aluminum ribs, at least to start. The Condor and Albatross used 4 mil clear plastic mylar for the wing skins. It was attached to 1/4" thick foam ribs with carbon tape edges by double-sided clear mylar tape. The plastic goes on with the grain spanwise. A heat gun is used to tighten up the mylar. NO! 

Central Tube Lay-up

Use unidirectional tape. 1 layer at 20 degrees, 2 layers at 0 degrees, 1 layer at -20 degrees. 

Produce over thin wall aluminum, then dissolve aluminum, like albatross?

Maybe have gradual flattening over length of tube to handle taper of airfoil. Or by tapered aluminum, see Internet favorites.
