DESIGN: AeroVantage - Transition Mechanism - Proposed Method - 2x4 - Extendable Tubes

There is a requirement to locate a device within a wing. Its vertical dimension will be 2 times the thickness of the wing and it will extend from the wing's leading edge to just beyond its trailing edge.

From an aerodynamic perspective, is it better to have this device disturb the airflow on the upper surface or on the lower surface of the wing?
